The Office of University Counsel, led by Senior Vice President and General Counsel Gabriel M. Nugent, represents the University on all legal matters. This representation includes the provision of legal services and advice to the Board of Trustees, the Chancellor and all units and duly authorized representatives of the University.

Mission

The mission of the Office of University Counsel is to advance Syracuse University’s academic, research and strategic goals through legal counseling, service, collaboration, and leadership. We seek to fulfill that mission in the following ways:

  • Partnering with the Board of Trustees, the Chancellor, and University leaders to help Syracuse University make the best decisions on legal, ethical and governance matters.
  • Teaming with University colleagues to seize opportunities and drive strategic initiatives and transactions that support the University’s mission.
  • Anticipating challenges facing higher education, and addressing and mitigating legal risks, by representing the University in judicial and administrative proceedings, and engaging with regulators, government agencies and other external parties involved in higher education.
  • Developing efficient and creative solutions to operational and legal problems, designing policies that promote sound practices and a strong organizational culture, and offering proactive education and training to University colleagues.
  • Maintaining high service quality standards and exercising independent judgment that prioritizes the University’s interests.
