Jeffrey M. Scruggs is a managing director at Goldman Sachs & Co., where he is head of the public sector and infrastructure banking group within the Investment Banking Division. He joined Goldman Sachs in 2008 as a managing director.
In 1985, Scruggs started as a financial analyst in the municipal securities group at PaineWebber Inc. After two years in that position, he served as a special assistant and manager of the loan portfolio sales program for the U.S. Department of the Interior, where he managed the sale and disposition of the department's $700 million loan portfolio program, which was part of a federal government asset sales initiative. In 1991, Scruggs returned to the municipal securities group at PaineWebber Inc. (which became UBS Financial Services) as a vice president. He became a managing director and served as director and head of the public finance group prior to his departure.
Scruggs has been a member of the board of trustees of Trinity School, a 300-year-old, independent K-12 school on New York's Upper West Side since 2013. He has also been on the Executive Committee since 2014, first serving as Finance Committee chair for six years then chair of the newly created Diversity, Equity and Inclusion Committee for three years, and most recently has been asked to again serve as chair for the Finance Committee.
He is an alumnus of Harvard University, having earned a bachelor's degree in economics in 1985 and an MBA in general management graduating as a Baker Scholar in 1991.
Scruggs serves as the Board Chairman through May 2027. He also serves on the Board Executive and Enrollment and the Student Experience Committees. He served as chair of the Finance Committee through May 2023. He also is a member of the Advisory Committee on University Climate, Diversity, Equity, Inclusion and Accessibility and the Free Speech Trustee Advisory Group. Scruggs also served as co-leader of the Special Committee on University Climate, Diversity and Inclusion and a member on the Steam Station Ad Hoc Workgroup. His Syracuse University service includes membership on the Maxwell School of Citizenship and Public Affairs Advisory Board. He served on the vice president, diversity and inclusion search committee in 2021-22. He served on the 2022 chief financial officer search committee. Scruggs received the 2020 Dritz Rookie Trustee of the Year Award for outstanding Board service.
He and his wife, Robbin Mitchell, have provided lead gifts for the establishment of the Otey and Barbara Scruggs Maxwell School Scholarship, the Otey and Barbara Scruggs History Fund and the Otey and Barbara Scruggs Scholarship. (The funds are named after Jeffrey's parents. Otey was a Maxwell School faculty member for more than 25 years.) They have supported initiatives at the Maxwell School and the Barnes Center at The Arch.
