Jeffrey M. Scruggs is a managing director at Goldman Sachs & Co., where he is head of the Public Sector and Infrastructure banking group within the Global Banking and Markets Division. He joined Goldman Sachs in 2008 as a managing director.
In 1985, Scruggs started as a financial analyst in the municipal securities group at PaineWebber Inc. After two years in that position, he served as a special assistant and manager of the loan portfolio sales program for the U.S. Department of the Interior, where he managed the sale and disposition of the department's $700 million loan portfolio program, which was part of a federal government asset sales initiative. In 1991, Scruggs returned to the municipal securities group at PaineWebber Inc. (which became UBS Financial Services) as a vice president. He became a managing director and served as director and head of the public finance group prior to his departure.
Scruggs has been a member of the board of trustees of Trinity School, a 300-year-old, independent K-12 school on New York's Upper West Side since 2013. He has also been on the Executive Committee since 2014, including having served as Finance Committee chair for 8 years.
He is an alumnus of Harvard University, having earned a bachelor's degree in economics in 1985 and an MBA in general management graduating as a Baker Scholar in 1991.
Scruggs serves as the Board Chairman through May 2027. In this capacity, he chairs the Board Executive Committee, and Board Organization and Nominating Committee and serves, ex officio, on all standing committees. He also served as chair of the Finance Committee in 2022-2023. Scruggs received the 2020 Dritz Rookie Trustee of the Year Award for outstanding Board service. His Syracuse University service includes membership on the Maxwell School of Citizenship and Public Affairs Advisory Board since 2017.
He and his wife, Robbin Mitchell, have provided lead gifts for the establishment of the Otey and Barbara Scruggs Maxwell School Scholarship, the Otey and Barbara Scruggs History Fund and the Otey and Barbara Scruggs Scholarship. (The funds are named after Jeffrey's parents. Otey was a Maxwell School faculty member for 25 years.) They additionally have supported initiatives at the Maxwell School, the Barnes Center at The Arch and Syracuse athletics.
